The Director of the Foundation paid bills for the establishment and equipping of a development association in the amount of 2.8 TDM from the budget of the Foundation, although he was not charged with the founding of the club this club still serves the purpose of the foundation.
In June 2000 the Board of Trustees has adopted measures to create new companies and investments of the Foundation. The Foundation finished the structure proposed cost side neither with cost calculations even with comparable alternative solutions. So it was not clear what savings or benefits which are to be achieved in practice with the individual structural changes.
The ever created later use evidence of the annual bonuses were not tested since 1992. This was reviewed by the funding agencies to recognize that the federal government and for 1997 Brandenburg alone nearly 1.0 million DM at the expense of the Free State of Saxony too much were reimbursed. The Free State caused significant financial losses.
